A Chief Minister is the head of the government in an Indian state. The Chief Minister is usually the leader of the political party or coalition that wins the majority of seats in the State Legislative Assembly. After the elections, the Governor invites this leader to form the government. The Chief Minister is then officially appointed by the Governor based on Article 164(1) of the Constitution of India.

Chief Minister of all states in India

Chief Minister is the elected head of a state within India. He is the highest executive authority of the state government and is responsible for the state administration.

Major Responsibilities of the Chief Minister:

1. Leading the state cabinet.

2. Implementing the policies and programs of the state.

3. Representing the government in the state legislative assembly.

4. Advising the Governor and maintaining coordination with them.

5. Maintaining law and order in the state.

Selection Process:

The Chief Minister is generally the head of the political party that wins the majority in the state legislative assembly. The Governor selects them as the Chief Minister.

Term:

The Chief Minister’s term is 5 years but is subject to the continuation of the majority in the assembly.

  • The Governor is the constitutional head of a state, as the President is at the national level.
  • Is appointed by the President of India for a period of 5 years.
  • Acts primarily on the advice of the Chief Minister and Council of Ministers.

Powers are:

  • Executive: Appoints the CM, ministers, etc.
  • Legislative: Summons and dissolves the state assembly, gives assent to bills.
  • Financial: Sanctions money bills, uses contingency fund.
  • Judicial: Has the power of pardoning state law offenses.
  • Retains discretionary powers in exceptional circumstances such as a hung assembly.
